Microsoft が提供する Microsoft 365 のサービス正常性(EX394836)にて、一部のユーザーが Exchange Online のパブリック フォルダー内にサブ フォルダーの作成が行えない SI(サービス インシデント)が発生していました。

本事象の影響を受けているユーザーでは、以下のエラー メッセージが表示されます。

“フォルダーを作成できません。”

現在は、修正プログラムの展開が完了し、本事象が改善したことを確認しています。

この問題は、最近のパブリック フォルダーの操作のサブセットに対する昇格要求の処理方法の変更の結果、パブリック フォルダー内のサブ フォルダー作成要求の認証に失敗することがある事象になります。

本事象はテスト環境での検証および修正を行った上で、本番環境での有効化を行っていましたが、さらなる検証や修正佐票が必要となるアップデートでした。

さらに、すべてのインフラストラクチャーが、この変更の影響を受けるわけではないことも確認しており、影響の緩和を迅速化し、混乱を防ぐために、最近のアップデートをロールバックしています。

しかしながら、初期段階に影響の範囲が確認できていたため、ロールバックまでの時間も要し、影響が長期化する結果となりました。

次回のアップデートにて、Post Incident Repot(PIR)を発行予定です。

Microsoft 365 のサービス正常性(EX394836)にて、一部のユーザーが Exchange Online のパブリック フォルダー内にサブ フォルダーの作成が行えない SI(サービス インシデント)が発生していました。

本事象の影響を受けているユーザーでは、以下のエラー メッセージが表示されます。

“フォルダーを作成できません。”

現在は、修正プログラムの展開が完了し、本事象が改善したことを確認しています。

Root Cause

A recent change in how elevation requests are handled for a subset of public folder actions resulted in authorization failures for subfolder creation requests in public folders.

This issue was originally identified and corrected within our testing environments but would have required further validation and a potential refresh activity to take effect.

Furthermore, it was identified that not all infrastructure would have been affected by this change and in the interest of expediting mitigation and preventing disruption, we elected to rollback the initial change.

However, our initial understanding of the scope of impact resulted in the rollback taking an extended period of time, and prolonging impact.

  • ・11:14 PM – We began receiving multiple reports of users being unable to create new subfolders within public folders.
  • ・11: 18 PM – We posted a notification to the Service Health Dashboard (SHD) under EX394836
  • ・11:24 PM – We determined that users affected by this issue would have seen the following error message : “Cannot create folder”.
  • ・11:30 PM – We began reviewing diagnostic data and attempted to reproduce the issue on our internal test infrastructure.

  • ・2:37 AM – We began requesting Fiddler traces from customers that reported impact.
  • ・2:49 AM – We determined that impact was transient in nature and did not impact all users, but a subset within a tenant.
  • ・6:59 PM – We identified a recent change that may be the source of the issue and began reviewing rollback options.
  • ・7:00 PM – We expanded the scope of the communication to all production tenants as we identified this issue affected a larger scope than originally understood.
  • ・7:18 PM – We investigated to determine if we deployed a fix if a refresh/restart of a user’s session would be required to pick it up.
  • ・7:28 PM – In an effort to prevent further disruption, we decided to roll back the change to address the issue, and we began the validation process.

  • ・4:28 PM – We completed the validation process and initiated deployment with an expectation that it would be completed in approximately four to five days.
  • ・4:53 PM – We received an update that deployment had reached 40 percent saturation in the affected environment.
  • Furthermore, users would have begun to experience relief as the fix reached their environment.

  • ・7:25 PM – We determined the rollback may take longer to complete than initially estimated.
  • At this time, the deployment had reached approximately 65 percent saturation.

  • ・6:58 PM – The fix reached 83 percent saturation.
Tuesday July 5, 2022
  • ・6:50 PM – The deployment reaches 90 percent saturation.
  • At this time, the issue was resolved for the majority of impacted users; however, we continued to monitor the status of the deployment until we could confirm this issue was resolved for all affected users.

  • ・6:51 PM – The rollback completed, and we confirmed through our telemetry that impact was remediated as of July 15, 2022, at 5:30 PM UTC.
